The Benin Institutional Diagnostic
ADE in collaboration with OPM, University of Namur and Paris School of Economics just released the Benin Institutional Diagnostic. This report is based on a systematic and holistic study of the Beninese economic and institutional environment and how it operates. Overall, the research reveals a “chain of causality” between four basic areas of institutional weakness in Benin, namely corruption, weak public management, opacity of public-decision making and excessive informality, and their proximate causes. The latter are political instability, the elite capture of key state functions, the weakness of the state or state capacity and the availability of quick, easy but illegal rents. These causes are related to deep underlying factors, including the nature of the political game, essentially neo-patrimonialism with multiple economic or political “Big Men”, but also geographical or ethnic factors. The full report has been published online to provide policymakers in Benin with a comprehensive analysis aimed at identifying and alleviating institutional obstacles to faster sustainable and inclusive development. The study has also proposed a set of recommendations for improving the development outcomes of Benin.

Eswatini (former Swaziland): Evaluation of the African Development Bank’s Country Strategy and Program (2009-2018)
The African Development Bank’s Independent Development Evaluation Unit (BDEV) has commissioned ADE to carry out an evaluation of the AfDB strategy and program in Eswatini during the period 2009-2018. Overall, the evaluation found that the AfDB’s interventions in Eswatini were relevant to the country’s needs, development challenges and priorities. The portfolio was found to be well aligned with the Bank’s corporate priorities and with Eswatini’s country policies. The evaluation however found some shortcomings, including overreliance on the farmer company model in agriculture; a focus on highways rather than feeder roads in transport; and on using Swaziland Development Finance Corporation’s existing practices to reach small and medium enterprises. Evaluation of FMO investment fund published
The Infrastructure Development Fund (IDF) is a fund from the Ministry managed by FMO, the Dutch Development Bank. The evaluation methodological approach included a series of tools including field missions to Bangladesh, Mozambique, Nicaragua and Tanzania. ADE also developed a specific Revolvability Model, aimed at assessing the financial sustainability of the Fund until 2028.

African Development Bank - Agricultural Value Chains Evaluation
The African Development Bank’s IDEV (Independent Development Evaluation) has commissioned ADE to carry out an evaluation of nine agricultural value chain interventions by the African Development Bank over the period 2005–2016. The nine case studies were conducted as inputs to the IDEV-managed formative evaluation titled “AfDB Support for Agricultural Value Chains Development: Lessons for the Feed Africa Strategy,” which was completed in December 2017 and published early June 2018. The evaluation aimed to: i) assess the relevance, inclusiveness, effectiveness, and sustainability of the Bank’s support to value chains development; and ii) provide lessons and recommendations for the implementation and design of agricultural value chains interventions associated with the Feed Africa Strategy. The evaluation is theory-based with a focus on learning. It takes a non-traditional approach in that it does not evaluate specific investments or operations, but rather aims to understand how the Bank’s operations have applied the Agricultural Value Chains Development’s theory of change in different contexts. It draws evidence from a literature review, policy and strategy review, portfolio review and 9 country case studies in Africa: DR Congo, Ivory Coast, Kenya, Liberia, Morocco, Mozambique, Rwanda, Uganda, Zambia.

Evaluation of the European Commission's Humanitarian Interventions in India and Nepal, 2013-2017
The evaluation covered humanitarian interventions in India and Nepal during the period 2013-2017 funded by the European Commission's Directorate-General for Civil Protection and Humanitarian Aid Operations (ECHO). It included the different sectors in which support was provided, notably Shelter/Non-Food Items (NFIs), Water and Sanitation, Health, Food Assistance, Protection, Recovery and Disaster Risk Reduction. This study was selected as the “Evaluation of the month” for May 2018 by ALNAP, a leading global humanitarian evaluation network: “This evaluation is worth a look given the very different country contexts it covers. Evaluating interventions across different countries and contexts is often challenging. This evaluation succeeds in grounding its assessments in a good understanding of the local contexts, whilst avoiding the pitfall of creating two separate evaluations under one name. It’s also worth checking out Case Study 3 on operating in complex and politically sensitive environments. The case study describes the policy framework, main challenges faced and how they were mitigated, all of which helps ground the findings, conclusions and recommendations in a good understanding of the broader context.”

Evaluation of Blending
ADE has undertaken an ambitious evaluation of Blending as an EU aid modality. The term refers in particular to “blending grants with loans”. The purpose is a strategic use of a limited amount of grants to mobilise larger amounts of financing from partner financial institutions, and thereby enhance the development impact of investment projects. Since 2007 the EU has set up for this purpose a series of 7 regional investment facilities: the EU-Africa Infrastructure Trust Fund (ITF); the Neighbourhood Investment Facility (NIF); the Latin American IF (LAIF), the Caribbean IF (CIF), the IF for Central Asia (IFCA), the Asian IF (AIF) and the IF for the Pacific (IFP). They cover a broad range of sectors, from energy to transport, water/sanitation, finance for SMEs, and environment. The evaluation provides an independent assessment of blending as an aid delivery instrument which has gained significant interest and funding for the EU over the last decade. It reviews in particular the relevance, value-added, and results of Blending. It aims at informing future EU choices on blending.

L'évaluation de la coopération de l’Union européenne avec le Tchad durant la période 2008-2014 a porté sur les principaux secteurs d’intervention : la gouvernance, la prévention des conflits, le renforcement des capacités, les services sociaux de base, la sécurité alimentaire, ainsi que les infrastructures routières et l’intégration régionale. Les thématiques transversales (égalité des genres, droits de l’homme et HIV), la cohérence et la complémentarité de l’aide avec les stratégies régionales, sous-régionales et l'aide non programmable étaient également prises en considération. Cette évaluation a été menée par l’IRAM dans un contrat-cadre mené par ADE, contribuant par là au renforcement d’une collaboration fructueuse et de longue date avec cet institut.

Joint strategic country evaluation of the development cooperation of Denmark, Sweden and the European Union with Bangladesh (2007-2013)
ADE carried out the joint country evaluation of the development cooperation of Denmark, Sweden and the EU with Bangladesh during the period 2007-2013. The evaluation addressed both strategy-level and sector level issues. For instance, particular attention has been given to relevance of the cooperation for poverty reduction and aid effectiveness of the evaluation partners. At sector level, the assessment has been informed by an in-depth review of the dynamics in five key areas of cooperation: education, human rights and democratic governance, climate change and disaster management, gender equality and private sector development. Specific methodological and analytical attention has been invested in the evaluation of development partners’ support to primary education. The evaluation broke new ground by embedding the so-called 3-step OECD/DAC methodological approach for the evaluation of Budget Support operations within the overall country assessment. This approach has been adapted to take account of the specificities of the Bangladeshi context: evaluation of the support from two donors (EU and Sweden), to one single sub-sector (primary education), through basket fund and sector budget support, with various forms of budget support (targeted for Sweden – the ‘treasury model’ – and untargeted for the EU).

Semaine de la Microfinance 2016
ADE a participé à la Semaine de la microfinance qui a eu lieu du 16 au 18 novembre 2016 au Luxembourg et a rassemblé plus de 470 participants. La Semaine européenne de la microfinance est le premier évènement annuel de l’industrie de la microfinance, rassemblant banques et institutions financières, organismes gouvernementaux, ONG, bureaux d’études, chercheurs et universités, pour des débats approfondis et de haut niveau. Des sessions plénières ont été organisées notamment sur les thèmes de la finance rurale, des performances sociales et de la finance numérique.

Ex post evaluation of ERDF Operational programmes “Convergence” and “Regional Competitiveness and Growth” 2007-2013 in Wallonia (thematic evaluation on urban development)
The thematic evaluation focused on portfolios of projects co-funded by the 2007-2013 ERDF OP for the development of Walloon urban centres. The study identified several areas for deliberation for the next programming period, inter alia: concentrate approaches on the key priorities for growth and employment, use an approach focused on a limited, prioritised number of outcomes, ensure integration of regional and local priorities, adopt an overall strategic vision, taking into account the larger urban zone and other recommendations which details are presented in the final report.

Ex post evaluation of ERDF Operational programmes “Convergence” and “Regional Competitiveness and Growth” 2007-2013 in Wallonia (thematic evaluation on innovation)
The thematic evaluation on interventions co-funded by the ERDF to develop and exploit Wallonia’s innovation potential found that (i) Wallonia has made an important qualitative step forward compared to the previous 2000-2006 period, but (ii) with some difficulties, limitations and contrasted results. The overall impact on the development of the SME was limited. With view to foster this impact, the study recommended to (i) focus the programme on the needs of a target group of SMEs; (ii) accelerate the knowledge transfer from research centres to businesses and (iii) set up tools to optimise the effectiveness and efficiency of the programme.

The "European Observation Network for Territorial Development and Cohesion" (ESPON) aims to contribute to understanding of issues relating to spatial development and the spatial impact of policies across Europe, through applied research, targeted analysis, scientific platform and tools, awareness rising and empowerment as well as communication and assistance. The evaluation has (i) underlined the challenge to translate high quality research to policy impact, (ii) identified the administrative burden at project level and (iii) found room of improvement of the overall governance. Evaluation of the Implementation of the European Consensus on Humanitarian Aid
In June 2014, ADE completed the large scale evaluation of the Implementation of the European Consensus on Humanitarian Aid. This study was conducted for DG ECHO, in collaboration with Humanitarian Futures (King’s College London) (http://www.humanitarianfutures.org/). It assesses to what extent EU Institutions and EU member states complied with the principles for delivering humanitarian aid to which they jointly Committed in 2007. The evaluation, which was highly appreciated, tackles various complex issues such as respect of humanitarian principles and International Humanitarian Law, resilience, coherence of EU policies, linkages with development and military actors, etc. The evaluation provides conclusions on several of these issues and proposes a set of recommendations for the future implementation of the European Consensus.

EN: Meta-Evaluation of Belgian Non-Governmental Development Aid Programmes ADE has conducted this study for Belgium’s Special Development Cooperation Evaluation Unit (SES). The purpose of this ‘meta-evaluation’ is to ‘evaluate evaluation’, with a view to improve evaluation policies and practices. This meta-evaluation assessed the quality of evaluation for programmes of non-governmental actors which were co-funded by the Belgian Directorate-General for Development Cooperation and Humanitarian Aid (DGD): NGOs, local authorities, universities, unions, etc. It also studied evaluation policy and practices at DGD itself. It aimed in particular at determining the quality of evaluation, its independence, credibility and use. It also identified common lessons learned from the evaluation reports. The final report provides on this basis a series of recommendations to DGD as well as to non-governmental actors. The meta-evaluation was based on a methodology specifically developed for this purpose by ADE, which was both rigorous and innovative. Thematic Global Evaluation of European Commission Support to Agricultural Commodities in ACP countries
ADE’s evaluation report was published on the European Commission’s website. The evaluation performed by ADE provided an overall assessment of the support to agricultural commodities in ACP countries from 2000 to 2009. The mid-term evaluation covered the Hexagonal Rural development programme (PDRH) 2007-2013 established in application of Regulation (EC) n° 1698/2005 in metropolitan France excluding Corsica. The evaluation examined the implementation of the programme and its mid-term achievements. It answered five specific French Horizontal Evaluation questions, in addition to a specific focus on 13 measures and the Common evaluation questions. A special focus was put on drawing conclusions and recommendations, for both the current period and for post 2013.

These activities were implemented respectively within the framework of the Cotonou Agreement and the Overseas Association Decision. It concerns a total of €4.1 billion in approvals, 64% of which were funded under the Investment Facility and 36% under EIB own resources.

Mid-term evaluation of the Rural Development Programme (2007-2013) Grand Duché of Luxembourg
The project assisted the Grand Duché of Luxembourg in the setting up of the on-going evaluation system related to the implementation of the 2007-2013 Rural Development Plan. It included the implementation of th mid-term evaluation and a synthetic report of the National Strategic Plan. The Mid-term evaluation answers the Common Evaluation Questions aiming at assessing the effectiveness and efficiency of the plan. The evaluator was also responsible for the strategic monitoring whose objectives are defined in the Strategic National Plan. The contribution of the Community strategy was an important component. Globally the evaluator had to identify success and failure factors of the plan, to formulate conclusions and recommendations based on observations, as well as to identify possible adjustments which are deemed necessary to improve the plan.

Evaluation of the European Commission’s Strategy for the Enforcement of Intellectual Property Rights in Third Countries
The European Commission’s Directorate-General for Trade (DG Trade) has just published the final report of the independent evaluation ADE has carried out of the EC’s 2004 Strategy for the enforcement of intellectual property rights in third countries. The evaluation considered all categories of intellectual property rights (IPRs), notably trademarks and geographical indications, copyright and related rights, patents, and designs.

Evaluation of Implementation of the Farm Advisory System (EU 27)
The evaluation analyses the effectiveness and the efficiency of the implementation of the Farm Advisory System (FAS) with respect to achieving the objectives laid down in Council Regulation n°1782/2003. More specifically, the first part provides a description of the establishment and implementation of the FAS in the 27 Member States including a typology of the approaches to implementation. The second part provides answers to a set of evaluation questions as well as conclusions and recommendations based on the findings.
