Evaluation of the Implementation of the European Consensus on Humanitarian Aid

In June 2014, ADE completed the large scale evaluation of the Implementation of the European Consensus on Humanitarian Aid.
This study was conducted for DG ECHO, in collaboration with Humanitarian Futures (King’s College London). It assesses to what extent EU Institutions and EU member states complied with the principles for delivering humanitarian aid to which they jointly Committed in 2007. The evaluation, which was highly appreciated, tackles various complex issues such as respect of humanitarian principles and International Humanitarian Law, resilience, coherence of EU policies, linkages with development and military actors, etc. The evaluation provides conclusions on several of these issues and proposes a set of recommendations for the future implementation of the European Consensus.
