Mr. Jean-Marie Wathelet, President

Mr. Jean-Marie Wathelet, agricultural engineer and MBA, started his professional career as an assistant at the Rural Economy Department of Louvain University where he worked on operational research programs. Attracted to the business world, he became an IT consultant in a SME support firm for a few years. In 1988, he joined a consultancy firm specialised in the rural sector and discovered the development realities of Africa. Co-founder and Managing Director of ADE, Jean-Marie was for some time its youngest staff member but that was back in 1990. Jean-Marie was the Managing Director of ADE from 2007 to 2013 and chairman of the board since 2017.

Dr Edwin Clerckx, Managing Director

Dr Edwin Clerckx is the managing director of ADE since October 2013. Edwin joined ADE in 2001. He holds a Ph.D. in philosophy, a Master’s Degree in Management and a complementary degree in economics. He headed ADE’s Evaluation Department from 2006 till 2013 and has been a member of its Board since 2007. He is a specialist in leading complex strategy evaluations of donor support in the field of development cooperation. This has included various themes such as conflict prevention, peace building and private sector development, but also the channeling of aid through international organizations. He has also worked extensively on structural funds and rural development evaluations. He regularly adds value to his experience through making presentations at international conferences, and has also participated in the drawing-up of evaluation guides. Prior to joining ADE he worked for several years for the Association of European Performers' Organisations, where he was managing Phare programmes on Intellectual Property. Edwin works in French, Dutch and English and also speaks Italian.

Mrs. Dominique Cabuy, Director

Mrs. Dominique Cabuy joined ADE in 1997 to strengthen its marketing thrust, bringing along her varied experience in programme administration and evaluation. Agronomist and agricultural engineer, she started her career with the International Fund for Agricultural Development (IFAD), a United Nations agency specialised in rural poverty and development where she worked for about 15 years, first in the Monitoring and Evaluation Division and then in the Project Management Department (Africa). She collaborated with many international institutions, particularly the World Bank, the African Development Bank (AfDB) and other UN agencies. Her main areas are rural development, smallholder agriculture and economics, gender issues, and monitoring and evaluation systems. She has supervised numerous programme preparation and evaluation exercises. Now, as ADE's Market Development Manager.
Mrs. Mary Van Overbeke - picture

Mrs. Mary Van Overbeke, Director

Mrs. Mary van Overbeke is an economist, specialised in macroeconomic policy and in industrial policy. She joined ADE in 1992 after having spent five years at the University of Louvain, in the economic department where she was in charge of macroeconomic forecasts. From 1997 to 2003, she was member of the Belgian Planning Office. While she was at the Belgian planning office, she has been in charge of completing the Cardiff annual report presenting to the EU the main reforms adopted to improve the functioning of labor, goods and capital markets in Belgium. Innovation and research policies are at the top of the agenda in European competitiveness policies. She coordinated with several experts the Promethea Regional Innovation Strategy initiative in Wallonia and carried out analysis of regional innovation systems and policies at different levels. She also developed tools to analyse enteprises needs in relation with public support offered

Mrs. Véronique Staes, Director

Véronique Staes is an economist with worldwide experience in applied macroeconomics: analyses of both developed and underdeveloped economies and their evolution, including public finance and economic policy aspects. She has undertaken other thematic studies and policy documents (international trade, regional problems, social dynamics and statistics, poverty analysis, aid policy) in various countries. Véronique Staes has an in-depth experience in identification of country programs, in formulation and evaluation, including general and sectoral budget aid. Finally, she has teaching and training experience in multicultural settings; as well as organisation of seminars and training sessions. Véronique Staes is member of the ADE board of directors since 2003.
Dr Tanguy de Biolley - picture

Dr Tanguy de Biolley, Director

Mr. Tanguy de Biolley is a founding member of ADE in 1990. An expert in macroeconomics, public finance and international trade, he has been a director of the company since its foundation, Managing Director from 2006 to 2007 and Chairman of the Board from 2002 to 2006 and from 2012 to 2017. Before establishing ADE he has been an Advisor to the Plan at the Belgian Federal Planning Bureau, the main economic think tank of the Belgian government. During all his professional career he conducted research and teaching activities in various Belgian universities (UCL, Université de l’Etat à Mons, FUNDP Namur). Since 1997 he is Maître de Conférences at the Faculty of Economics and Management Sciences of the University of Namur. He is an honorary member of the Scientific council of the National Institute of Economic Research of the Romanian Academy, a member of the board of the Royal Higher Institute of History of Art and Archaeology of Brussels, and an honorary reserve officer in the Belgian army.
Dr Alfred Steinherr - picture

Dr Alfred Steinherr, Director

Mr. Alfred Steinherr is the Chief Economist and Director General of the European Investment Bank (EIB), Luxembourg, since 1995. Previously, he was the Director and Chief Economist of the Projects Department for operations in Central and Eastern Europe, Asia and Latin America in the same organization (EIB) that he joined in 1987. At the same time he has other responsibilities such as Treasure of the European Economic Association since 1997, member of the "Jury du concours d'aggrégation" for economists in Algeria and Tunisia and he has been Vice-President of ECU Banking Association for eight years. During his career he has assumed several Academic positions. Currently he's Founding-Rector of the Free University of Bolzano in Italy (since 1998) and before that he has been linked to the Université Catholique de Louvain witch he joined in 1973 as Assistant Professor and grow to be Adjunct Professor and President of the Institut de Recherches Economiques (IRES). His collaboration to other universities is often required and he has lecturer experience in business schools as INSEAD, Harvard Business School, Solvay Business School Brussels and Leuven Business School.

Dr Henri Bogaert, Director

After studying economics at the University of Namur in Belgium, Henri Bogaert worked for the Federal Planning Bureau of Belgium. He was a member of the team in charge of macroeconomic analysis and forecasts and worked in particular on the design and use of macroeconomic models. From 1989 to 1990, he participated in the foundation of ADE before taking up the post of Deputy Director of the Office of the Prime Minister in 1990. In 1993 he became Plan Commissioner until being made Honorary Plan Commissioner in 2014. From 1993 to 2003 he was also a member and Chairman of the EU’s Economic Policy Committee, as well as Chairman of the Working Group on Ageing Populations and Sustainability of public finances. He contributed to the addition of criteria for sustainability of public finances in the Stability and Growth Pact. He was also a member and Vice President of the OECD’s Economic Policy Committee. M. Bogaert teaches at the University of Namur as Senior Lecturer in Political Economy.

Mr. Vincent Coppens, Director

Vincent Coppens has joined ADE in 2006 and is heading its Evaluation Department since October 2013. He holds a Master degree in Management Engineering from the Solvay Business School (Universite Libre de Bruxelles), with a major in Finance. He has extensive experience in complex and strategy-level evaluations. He is primarily active in the field of development cooperation, covering different themes and sectors. He has specific evaluation experience for private sector development and development finance, including investment facilities and blending mechanisms. He has a track record as team leader, project director, methodological advisor, and quality controller. Before joining ADE, he worked four years for A.T. Kearney, a renowned international strategy and management consultancy. Vincent is fluent in French, Dutch, English, and Spanish.
