Launch of the Evaluation of EU State Building Contracts (2012-2018)
On behalf of the European Commission (DG DEVCO), ADE is carrying out a thematic evaluation of EU State Building Contracts over the period 2012-2018.
The European Union began in 2012 using State Building Contracts (SBC) to provide budget support to fragile and conflict affected States. The introduction of SBCs, intended to address situations of fragility and support transition processes, was timely as it coincided with international discussions on aid effectiveness that stressed the need for more differentiation in support to partner countries and greater attention to fragile and conflict- affected situations. In a set of Conclusions adopted in 2012, the Council of the EU (i.e. the EU foreign ministers) had also noted that the SBCs should bring into practice the “New Deal” for engaging with fragile states.
The scope of the evaluation includes State Building Contracts as an aid modality, covering all countries supported and all types of fragility they address:
- Post-disaster reconstruction: SBCs in Nepal, Fiji, Haiti and Dominica;
- Political transition/post conflict processes: SBCs in Madagascar, Guinea Bissau, Tunisia, Burkina Faso, Mali, Afghanistan, Central African Republic, Ivory Coast, Gambia, Somalia and Ukraine;
- Economic shocks: SBCs in Chad and Mauritania;
- Structural fragility: SBCs in Haiti, Sierra Leone, Liberia, Niger and Guinea.
The evaluation is intended to apply the three steps of the OECD-DAC methodological approach for evaluating budget support.
