Evaluation of the support provided by UNICEF to the implementation of the School-Based
Management approach in Iraq
This evaluation purpose is to assess UNICEF’s support to the implementation of SBM approach in Iraq, serving both accountability and learning. It aims at (i) assessing performance and results, determining the extent to which the SBM programme has achieved its intended outputs and outcomes and assessing production of any unintended results and plausible contribution of SBM approach to changes observed, (ii) identifying ways of improvement in the design and implementation strategy, through the examination of linkages between output and outcome level results and plausible synergies, (iii) evaluating adaption of the programme to changing context, through identification of enabling and hindering factors to results of the SBM, (iv) generating lessons learnt for future programming and policy decisions, identifying good practices to be used and replicated in other similar contexts, and (v) provide actionable recommendations.
