Final EVAL ENPARD III and mid-term EVAL of ENPARD IV

The EU-funded European Neighbourhood Programme for Agriculture and Rural Development in Georgia (ENPARD Georgia) aims to support the implementation of the Strategy for Agriculture Development in Georgia and the Strategy for Rural Development of Georgia. The ENPARD programme in Georgia is divided in four phases, where ENPARD III focused on rural economic diversification, employment and services, enhanced competitiveness of agriculture; and improved environment, sustainable management of natural resources and climate action. ENPARD IV is divided into two components: Food safety and sanitary and phytosanitary (SPS) measures and rural development. The objective of this evaluation was two-fold: • to provide the relevant services of the European Union, the interested stakeholders and producer organisations with an overall independent assessment of the performance of the of the ENPARD III and ENPARD IV, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and • to identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions. The evaluation covered all EC interventions initiated under the ENPARD III and ENPARD IV budget support programmes in Georgia falling under the mandate of DG NEAR during the period 2017-2024. Data collection and analysis of this evaluation were organised around a set of ten Evaluation Questions (EQs) covering the five standard DAC evaluation criteria, namely relevance, coherence, efficiency, effectiveness, sustainability. In addition, the evaluation assessed the intervention(s) through an EU specific evaluation criterion, which is the EU added value.
