Evaluation finale du projet pilote d'amélioration du système de l'État Civil Guinéen (Digitalisation)

The pilot project to improve the Guinean civil registry system through the catalytic effect of digitization, began on April 1, 2021 and ended on March 31, 2024. It received a budget of EUR 4,950,000, financed by the EU Emergency Trust Fund for Africa. The overall objective of the project is “to contribute to the sustainable and secure improvement of the Guinean civil status system through the catalytic effect of digitization”. This general objective, in line with the national strategy for the reform and modernization of the civil registry and EU objectives, emphasizes that the digital tool must be considered as a lever for the improvement of civil registry services. The main objectives of this evaluation are to provide the relevant European Union departments and interested stakeholders with: an overall independent analysis of the performance of the Civil Registry program, paying particular attention to its various levels of results compared with its expected objectives, and the reasons behind these results; the main lessons, conclusions and recommendations arising from it, with a view to improving current and future interventions. In particular, this evaluation presents the main results achieved in relation to the action description. The main users of this evaluation are DUE, DG INTPA, key implementing agencies and partners, anchor ministries and their counterparts, government technical staff, technical and financial partners. The evaluation follows the six evaluation criteria of the OECD's Development Assistance Committee (DAC): relevance, coherence, effectiveness, efficiency, sustainability, projected impact. The evaluation also takes gender into account as a cross-cutting dimension.
