Sierra Leone Country Strategy and Program Evaluation

AfDB has assisted Sierra Leone through two Country Strategic Papers (CSPs) spanning the period from 2013 to 2023. The first CSP (2013-2017, extended to 2019) prioritised resilient development by enhancing governance, resource management, and transformative infrastructure in areas like energy, transport, and WASH. It included both lending and non-lending activities. The second CSP (2020-2024) is built upon the first CSP’s objectives with the expectation that it would tackle the key drivers of fragility and reinforce the results obtained during the first phase. Its focus is on enhancing access to improved energy, transport, and WASH infrastructures, while supporting job creation and inclusive growth by enhancing private sector development. AfDB has commissioned ADE to carry out the evaluation of Sierra Leone CSPs. The objectives of this complex country strategic and program evaluation (CSPE) were to (i) assess the design and implementation of the AfDB-financed strategy and program and operations; (ii) assess the effectiveness of AfDB’s CSPs in achieving expected development results; (iii) identify operational factors that enabled and/or hindered successful implementation and achievement of expected results in the context of AfDB’s CSPs; and (iv) to garner lessons for improved design and implementation of the next AfDB CSP cycle. The evaluation focused on how the AfDB's assistance was designed, implemented, and the extent to which, through its CSPs for Sierra Leone, it produced results and contributed to national development. The evaluation also aimed to determine what aspects of the strategy worked, what not, and why. The proposed methodological approach was built on ADE's experience in conducting country program evaluations for various donors, including the AfDB’s Independent Development Evaluation (IDEV) unit. This concerns in particular the CSPEs of Liberia, Kenya, Benin, Burundi, Côte d'Ivoire, DRC, Egypt, Gabon, Togo, and Swaziland. ADE had also implemented the Evaluation of the AfDB Group Strategy for addressing Fragility and Building Resilience in Africa 2014-2019, and the Evaluation of the AfDB Support to Renewable Energy (2012-2021) and supported the Evaluation of Strengthening Agricultural Value Chains to Feed Africa (2005-2016). The proposed methodology was thus inspired by IDEV and ADE good practices, lessons learned, and adaptations based on the experience accumulated during these studies.
