Implementation and policy coherence analysis: Evaluation of the interaction between Norwegian humanitarian aid, development cooperation and peace efforts

After the World Humanitarian Summit in 2016 and the UN Secretary-General’s push for a ‘New Way of Working’, the Humanitarian-Development and Peace (HDP) nexus has been put on the front of the agenda in international development cooperation. Several countries serve as pilot for the ‘New Way of Working’ in parallel of a call from the EU for better collaboration among HDP partners in sub-Saharan, Africa, Middle-East and North Africa through joint planning and programming. In this context, Norad has explicitly outlined specific positions and ways of working to enhance the coherence of its humanitarian, development and peace efforts to better meet with immediate humanitarian needs of the most vulnerable while also addressing the longer-term drivers of vulnerability and root causes of crises coming under the development and peace umbrellas. The evaluation intends to provide an assessment on coherence of Norwegian assistance within a context towards the 3 components of the HDP nexus, in the DRC, Ethiopia and Lebanon.
