Evaluation finale du Projet de Modernisation de l’Administration Foncière (PMAF)

The Dutch embassy supported the ANDF in setting up a sustainable digitised land management system and creating a national land register ("cadastre") through the Land Administration Modernisation Project (PMAF). This cadastre was to operationalise the Beninese land reforms enshrined in the new enacted land rights code which envisaged the establishment of a cadastre system. The project aimed to contribute to securing land tenure for all sections of Benin''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''s population and to promote private investment. Its specific objective was to get all the stakeholders in Benin''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''s land registration chain to operate. The project expected to achieve the following 4 outcomes: Outcome A: The national cadastre is available, functional and sustainable so as to contribute effectively to land tenure security for a growing number of people; Outcome B: The ANDF implements the national land and property policy in accordance with the obligations set out in the Land Code, while respecting the conditions of land security and in a financially sustainable manner; Outcome C: All parties in the mapping, legal and judicial chains know their roles and responsibilities and carry them out effectively and correctly in collaboration with other parties in the chain; Outcome D: Increased opportunities for civil society and other interest groups to advocate for improved legislation, policies and implementation of policies to protect land access and ownership rights for socially and/or economically disadvantaged groups. The main objective of this end-of-project evaluation was to evaluate and explain the performance and relevance of the project in order to enable the Dutch Embassy and the Beninese stakeholders involved to take decisions on a potential scaling up. More specifically, the aim was to evaluate and draw lessons on: the implementation of the project in relation to its objectives and expected results; the evolution of the project context and in particular the factors determining the scaling up of the cadastre model developed by the PMAF, and; the collaboration between all the stakeholders, particularly the consortium, the ANDF and the Embassy, to achieve the results. The evaluation was based on the OECD-DAC criteria of relevance, effectiveness, efficiency, impact and sustainability, as well as gender and social inclusion. The findings of the evaluation permitted to derive lessons learned and specific, practical recommendations based on the conclusions of the above analyses in order to contribute to strengthening policy and strategy in the land sub-sector in Benin.
