Feasibility Study for a CSP Evaluation Evidence-Based Rating System
As stated in the ToR (see annex A), the purpose of this assignment is to conduct a feasibility study for the introduction of a evidence-based rating system in WFP CSP evaluations and to explore options for its design and implementation.
This assignment has two specific objectives:
• To map existing rating systems in comparable organizations and provide an overview of the risks and opportunities that the introduction of a rating system for WFP CSP evaluations may entail.
• To set out a range of methodologically feasible and sustainable options to design and implement a CSP evaluation evidence-based rating system, as a basis for organizational consultation and agreement on the way forward.
While the sub-recommendation specifically advocated for the introduction of such a rating system, it is noted that the ToR call for a feasibility study. Therefore, there is no a priori assumption that such a system will be introduced and this study is understood to be an input to making such a decision.
