Evaluation of WFP’s Disaster Risk Reduction and Climate Change Policies
This Policy Evaluation (PE) assessed WFP’s Policy on Disaster Risk Reduction and Management (DRR/M) approved by the Executive Board (EB) in 2011 and the Climate Change Policy approved in 2017. The aim for this evaluation was to promote and serve both accountability and learning objectives. This PE addressed three Evaluation Questions (EQs) common to all WFP PE:
• EQ1 – How good are the Disaster Risk Reduction and Management and Climate Change Policies (criteria: relevance, coherence)?
• EQ2 – What results have the DRR/M and Climate Change policies achieved (criteria: effectiveness, equity)?
• EQ3 – What has enabled or hindered the achievement of results from the DRR/M and Climate Change policies (criteria: relevance, coherence)?
Since the two policies are combined in one evaluation, the Evaluation Team (ET) also paid attention to areas of convergence and divergence between them. The evaluation identified how, why and under which conditions expected results (reducing disasters and hunger risks and supporting climate change adaptation) occurred or not. It assessed the two policies from a gender equality and women’s empowerment (GEWE) and inclusion perspective and drew lessons and good practices for further policies and implementation. The evidence generated aimed to inform WFP’s decisions on the future direction of each policy, help identify ways in which they could be strengthened to support implementation of WFP’s 2022-25 Strategic Plan and enable WFP to continue to contribute to relevant international commitments.
The ET followed a global mixed-method participatory approach including a desk review (using MaxQDA©), interviews with HQ and RB staff and a comparative learning exercise to assess WFP’s DRR/M and CC-related work in its wider context. 11 country studies have been conducted, 7 of which included a mission, to further explore the implementation of policy-related activities and which enabling/hindering factors exist.
