End-line impact assessment of the 2017-2021 DGD-funded programme implemented by Rikolto

Detailed description of project: ADE carried out an assessment of Rikolto’s impact on i) the livelihoods of farmers, ii) the business and organisational capacities of targeted farmer organisations (FOs), and iii) the institutional environment. This study is commissioned by Rikolto, an international NGO with more than 40 years’ experience in partnering FOs and food chain stakeholders across Africa, Asia, Europe and Latin America. Rikolto runs programmes in 16 countries worldwide through seven regional offices. Rikolto’s 2017-2021 DGD-funded programme includes 13 countries (Belgium, Burkina, DRC, Ecuador, Honduras, Indonesia, Mali, Nicaragua, Peru, Senegal, Tanzania, Uganda, Vietnam) and four clusters (commodities): Food Smart Cities (FSC), Rice, Cocoa, and Coffee. ADE assessed one selected cluster per country (external assessment) while Rikolto’s internal evaluators assessed the remaining commodities under ADE’s supervision (internal assessment). By uniting the findings from the external and internal assessments, ADE produced 13 country reports answering retrospective and COVID-19 Evaluation Questions. In addition, ADE produced four cluster reports answering prospective Evaluation Questions based on the most relevant findings of the county reports. ADE’s methodology followed a rigorous mixed-method approach, with a systematic sensemaking process and a strong focus on the dimension of farmers’ resilience which is of particular interest in the COVID-19 context. Moreover, the approach was participatory at every step of the evaluation, ensuring a learning path for future Rikolto interventions and Monitoring & Evaluation (M&E) system in terms of intervention achievements and technical / methodological approach.
