Evaluation de la politique de core funding des organisations internationales partenaires de la Coopération belge au développement SES Core Funding

The Special Evaluation Office of the Belgian Development Cooperation (SEO) has requested ADE to conduct the evaluation of the core funding policy of the international partner organisations of the Belgian development cooperation, with a focus on the UN development system. This evaluation has a dual objective. It aims: • To provide an independent assessment of the Belgian policy of core funding of international partner organisations. It will put specific emphasis on the relevance, effectiveness, and efficiency of the core funding policy, particularly on its contribution to attain the expected policy results and on the mechanisms and instruments deployed to implement it. The organisational and developmental effectiveness of the international partner organisations funded by Belgium themselves – which is not a central theme of investigation of this evaluation – will be covered through secondary information, notably the evaluations carried out by the evaluation services of the partner organisations and the MOPAN assessments. • To provide policy and operational recommendations for the design and implementation of the new multi-annual funding of international partner organisations (2021-2024). The scope of this thematic evaluation will be limited to: • Core funding of international partner organisations, which is only one specific aspect of Belgian multilateral development policy. • The fifteen international partner organisations funded through the voluntary multi-year contributions to the international partner organisations, and notably the UN agencies with emphasis on four agencies sampled for this evaluation (UNFPA, UNDP, WHO and OHCHR). • The period 2008-2019, hence covering the current multiannual funding of international partner organisations (2017-2020) under voluntary contributions. The general methodological approach will follow the OECD-DAC theoretical framework to evaluation and draw on ADE’s extensive experience in the conduct of policy evaluations, and notably of aid delivery evaluations. A theory-based approach relying on contribution analysis principles will be applied. The theory of change will provide a starting point and reference against which the Belgian policy of core funding will be evaluated. The proposed approach aims at favouring participation and consultation of key stakeholders throughout the evaluation process. The evaluation has a formative nature. As such, it will be conducted whilst the core funding policy is being implemented, in a consultative manner and with a view to provide evidence-based findings to improve its performance. Specific attention will be given on i) drawing lessons learnt from the implementation of the core funding policy; ii) improving mechanisms and instruments to implement the core funding policy; and on iii) providing strategic advice for the design of the new multi-annual funding.
