The general objective of this technical assistance is to support the CEMAC Commission in the coordination and monitoring of infrastructure projects financed in blending mode within the framework of the Programme d''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''Appui à la Gouvernance des Infrastructures Régionales et Nationales en Afrique Centrale (PAGIRN). The technical assistance will support the specialised structures of the CEMAC and ECCAS Commissions in - the coordination and monitoring of infrastructure projects in blending mode with the beneficiary States of PAGIRN in Central Africa; - the search for financing for regional infrastructure projects in blending mode and coaching in the financial arrangement of the dossiers selected as eligible by the CEMAC/CEEAC Member States and by the TFPs (including the development financial institutions); - the appropriation of the blending mode financing instrument by the specialised structures of the CEMAC and ECCAS Commissions, the Member States and the private sector. The technical assistance will support the CEMAC and ECCAS Commissions in the following areas and activities - Strengthen the capacities of the two RECs'''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''' executives in the mastery of blending finance mechanisms, including the appropriation of innovative financing instruments for transport, ICT and energy infrastructure such as green bonds - Strengthen the technical capacities of the executives of the two RECs and two of the Member States concerned, in the management of infrastructure projects in blending mode; - Support CEMAC/CEEAC Member States in the identification, finalisation or formulation of regional infrastructure projects eligible for blending mode financing; - Support CEMAC/CEEAC Member States in negotiations with development financial institutions (DFIs) and possibly commercial banks or other financial actors (e.g. investment funds, etc.) in the framework of blending mode financing, with priority reference to the results of the restitution workshop of the first PAGIRN technical assistance mission, which will take place in Douala (Cameroon) in January 2022; - To provide information requests to the COPIL and to ensure the Secretariat of the COPIL at least 1 meeting per year. The following results are to be achieved: - The blending finance files of priority infrastructures identified by the Member States and for which there is a concrete interest from financial institutions are prepared and negotiated. - Managers of both RECs are trained in the coordination and monitoring of blending infrastructure projects; - Member States and the private and financial sector are sensitised on the financing modality of infrastructure blending. - The directory of regional infrastructure projects financed in blending mode is consolidated to enable their monitoring; - PAGIRN COPIL meetings are held (at least once a year); - There is an operational mechanism for coordination by the CEMAC Commission of regional infrastructure projects eligible for blending finance in Central Africa.
