Review of Sector Reform Performance Contract – Skills Development and Matching for Labour Market Needs (4&5 tranches)
The general objective of the programme is to enhance Georgia’s economic resilience and sustainable growth through human capital development and skills matching.
The specific objective of the programme is to improve the employability of women and men in the selected regions (Tbilisi, Adjara, Imereti, Kakheti, Kvemo-Kartli, Samegrelo and Shida-Kartli, Guria and Racha-Lechkumi). Its expected results are:
(i) relevant skills-matching services accessible in selected regions;
(ii) relevant lifelong learning skills provision accessible in the selected regions with a focus on youth;
(iii) entrepreneurial learning and entrepreneurship training opportunities accessible in the selected regions.
The overall objective of this assignment is to ensure implementation of the commitments made by Georgia in the Financing Agreement for the Skills Development and Matching for Labour Market Needs/Skills for Jobs Programme Phase 2, and in particular provide short-term technical assistance aimed at improving the employability of women and men in the selected regions (Tbilisi – the capital, Adjara, Imereti, Kakheti, Kvemo-Kartli, Samegrelo and Shida-Kartli, Guria and Racha-Lechkhumi).
The specific objective of this framework contract is to provide a detailed review of the implementation of the EU 2018 – 2023 Sector Reform Performance Contract (SRC) on Skills Development and Matching for Labour Market Needs/Skills for Jobs Programme Phase 2 and enable the European Union to use the submitted reports as a tool for monitoring programme implementation and taking decisions on instalment disbursement for the years 2022 – 2023 in line with the financing agreement.
