Khyber Pakhtunkhwa District Governance Community Development Final Evaluation
Detailed description of project:
In 2013, the Government of Pakistan and the European Commission signed Financing Agreement (FA) that includes sector budget support as an aid modality for the "Khyber Pakhtunkhwa District Governance and Community Development Programme" (KP DGCD) which was provided in support of the Khyber Pakhtunkhwa Community Driven Local Development (CDLD) Policy.
A Final Evaluation was commissioned in 2021 to assess the achievements, the quality and the results of Budget Support programmes in its entirety in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches and the contribution towards the implementation of the Sustainable Development Goals.
The main objectives of the evaluation were to provide the relevant services of the European Union (EU) and the interested stakeholders with:
- an overall independent assessment of the past performance of the KP DGCD, paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results.
- key lessons learned, conclusions and related recommendations to strengthen the sustainability of the policy and, more widely, inform future Budget Support programmes.
The geographic scope of the evaluation wad the following: Province of Khyber Pakhtunkhwa in Pakistan – particularly the 13 districts where the CDLD policy is implemented (Malakand, Swat, Lower Dir, Upper Dir, Shangla, Upper Chitral, Lower Chitral, Buner, Haripur, Noshera, Swabi, Battagram, and Torghar).
The period under evaluation covered the entire period of the Budget Support programme, namely from 25/11/2013 to 25/11/2020.

- Slide presentation of the inception report
- Slide Presentation of key findings of the desk phase, including a first version of an evaluation matrix focused on a reduced number of indicators
- Slide Presentation of key findings of the field phase
- Draft final report, final version of the evaluation matrix and Executive Summary according to the standard template published in the EVAL module
- Final Report, final version of the evaluation matrix and Executive Summary
- Slide presentation of the final report
- Participation to meetings (including kick-off and debriefings) and to the final presentation seminar/webinar depending on Covid-19 restrictions
