Public awareness raising and visibility of the EU-funded Budget Support operations in Kyrgyzstan
The EU prioritised the Education and Digital Transformation Sectors for the budget support operations. The Education sector reform performance contract for the period 2019- 2023 totalling EUR 35.76 million and the Digitalisation sector reform performance contract for the period 2020-2024 totalling EUR 21.75 million were both designed to reinforce the strategic, institutional and financial management framework of the respective sectors. The main aid modality of both programmes was the budget support accompanied by the technical assistance, including new instrument such as Twinning programme- peer-to-peer cooperation between the State Committee on Information Technologies and Communication of KR (State Committee on ICT) and similar bodies of the EU Members States (EU MSs).
Effective communication concerning these operations helped raise awareness of the external policies and actions of the EU as a global player, and provided accountability and transparency on the use of EU funds to taxpayers and the citizens of Kyrgyzstan.
The overall objective of this contract was to implement a comprehensive set of joint actions to enhance the visibility of the EU budget support and other actions contributing to the development of education and digitalisation sectors in Kyrgyzstan, taking into account the impact on rights based approach, persons with disability and gender equality.
The specific objectives were to
- To raise awareness and visibility of the EU assistance to education and digitalisation sectors such as the budget support and complementary measures, especially in rural and remote areas in local language;
- To increase synergy between the EU programmes and the respective government bodies’ operations through the joint visibility campaigns and events;
- To increase synergy between the EU programmes and projects of the Development Partners working in education and digitalisation.
