ENPARD Moldova – Support to Agriculture and Rural Development

On 27 March 2015 the European Commission (EC) and Moldova concluded a Financing Agreement (FA) to implement the European Neighbourhood Programme for Agriculture and Rural Development (ENPARD) in Moldova, which entered into on 03/12/2015. Since then, under the 2014 Annual Action Programme, a Sector Reform Contract for the European Neighbourhood Programme for Agriculture and Rural Development (hereinafter referred to as the “ENPARD SRC”) has been running and has as an overall objective to: 1) assist the Government of the Republic of Moldova in eradicating poverty, promoting sustainable and inclusive growth and consolidating and improving democratic and economic governance; and 2) to foster confidence building in the Republic of Moldova by targeting – through a specific component – regions and territorial administrative units with special status. The total cost of the Programme was EUR 64 million. Of this, a EUR 53 million grant was allocated for direct budget support and the remaining EUR 11 million was allocated for related complementary support such as technical assistance/Twinning Calls for Proposal/Reviews, audits and evaluations. The activities under the budget support were implemented in 2015-2019 (the disbursement of the last tranche was in November 2019). The main objectives of the evaluation of the ‘’ENPARD Moldova – Support to Agriculture and Rural Development" programme (ENI 2014/034-128) were to provide the relevant services of the European Union, the interested stakeholders and the wider public with: • an overall independent assessment of the past performance of the ENPARD Moldova – Support to Agriculture and Rural Development" (ENI 2014/034-128), paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results; • key lessons learned, conclusions and related recommendations in order to improve future Budget Support programmes. The evaluation took place in the last quarter of 2020 and focused the period from 16/12/2015 to 15/12/2020.
