Formulation of Digital Transformation Sector Reform Performance Contract

The Concept “Digital Kyrgyzstan” 2019-2023 and associated Roadmap/Action plan enabling to implement e-governance policy during 2019-2023 were officially adopted in December 2018 and February 2019 respectfully with the expectation to revolutionize the whole public administration through the introduction of e-governance at all levels and that the digitalisation spending would be translated into inclusive growth. In early 2019, the European Union started preliminary discussions on a new programme ‘’ EU-funded Digital Transformation Sector Reform Performance Contract’’ to support the Government’s efforts to promote digitalization process across the country. This new programme would contribute to (i) promote industry, innovation, and infrastructure (SDG 9) and reduction of inequality (SDG 10), (ii) promote progress towards Goals 4 “Ensure inclusive and equitable quality education and lifelong learning opportunities for all” and 5 "Achieve gender equality and empower all women and girls", and (iii) to sustainable economic growth, and the reduction of unemployment and poverty. The overall objective of this assignment was to contribute to the gradual enhancement of the sector policy and governance in Kyrgyzstan by supporting the country digital transformation, accountability and transparency, reduce inequality, and increased capacity in managing for results. The specific objectives of this assignment were (i) to contribute to the technical preparation of the EU-funded Digital Transformation Sector Reform Performance Contract and identify technical assistance and investment needs; (ii) to mainstream gender, environment and climate change, the relevant SDGs and their interlinkages; the principle of Leave No-One Behind and the rights-based approach methodology.
