Technical Assistance to the Ministry of Justice and sector entities to support the review and development of sector policy and practices for greater coherence in the justice reform process in Jamaica
In line with Jamaica''''''''s long-term National Development Plan MTF 2015-2018, the 11th EDF Multi Annual Indicative Programme was engaging in four sectors of concentration; 3 of which were programmes being implemented through Budget Support modalities : justice, environment & climate change, public finance management and citizen security.
The Government of Jamaica approved in September 2015 the Justice Reform Implementation Plan (JRIP) 2015-2020, which sets out the major strategic objectives and priority initiatives for the reform of the justice sector by 2020.
The Financing Agreement between the GOJ and the EU (Jamaica Justice Sector Reform Contract) was signed on November 30, 2016 for a total estimated amount of EUR 24M (€22M for budget support and €2M for complementary support), with the aim to support the Jamaican Government to build a secure, cohesive and just society by successfully implementing its sector policy - the Justice Reform Implementation Plan (JRIP) 2015-2020.
The global objective of this contract was to provide Technical Assistance to the Ministry of Justice and other sector entities through in-depth facilitation and consultation with key players to assess/review the progress of justice reform in the justice sector, ascertain gaps and opportunities, and develop a new sector policy to guide ongoing justice reform using analytical tools which improve the management of the sector and contribute to the observance of the rule of law thus significantly improving standards of justice service for all users of the sector.
