ASSISTANCE TECHNIQUE POUR LA COMMUNICATION ET LA VISIBILITÉ DU PROGRAMME MAROC-UE d'APPUI A LA COMPÉTITIVITÉ & A LA CROISSANCE VERTE AU MAROC

The Moroccan economy has made significant progress in terms of diversification, openness and competitiveness, resulting in the implementation of public policies and the revitalization of the functioning of institutions. It is in this context that the Competitiveness & Green Growth Support Programme (PACC), signed in November 2016, has been implemented to support entrepreneurship, particularly through the Industrial Acceleration Plan (PAI), foreign trade, environmental and energy strategies and the national financial inclusion strategy. The PACC is based on a performance contract for sectoral reforms targeting the Entrepreneurship, Trade Facilitation and Transition to the Green Economy components. The PACC also includes a technical assistance component (studies, twinning, grants...) and supports two Regional Neighbourhood Investment Facilities (NIF) "Trade & competitiveness" in Tunisia and Morocco, entrusted respectively to the European Investment Bank (EIB) and the Bank for Reconstruction and Development (EBRD). The requested mission consisted in the design and implementation of the communication strategy of the EU-Morocco budget support programme for competitiveness and green growth in Morocco, which started as soon as the financing agreement was signed on 15/11/2016. The general objective was to provide the EUD with a set of services for the design, implementation and monitoring of communication products and actions in relation to the results of the CCAP. More specifically, the specific objectives were to : - SO 1: To make known and promote the EU-Morocco partnership in favour of the private sector, through the PACC, through the creation and implementation of a communication campaign "PACC, l'Entreprendre". - SO 2: Make visible the results/progress achieved in the implementation of the sector reforms supported under the Programme. - SO 3: Facilitate the understanding, the CAPP pedagogy and the interactivity with different audiences thanks to different event and digital devices promoting interactivity, exchange of experiences and debate. - SO 4: Enable transparency on the performance of the programme, particularly in terms of accountability for the use of European public funds.
