Monitoring and Reporting under the SDG-Contract to promote Investment and Job Creation in Ghana

The European Union and Ghana signed a Financing Agreement in February 2019 to implement a new SDG contract. The overall objective of EU-Ghana SDG contact was to support the implementation of Ghana’s Medium-Term National Development Policy Framework with as specific objectives: i) To promote domestic and foreign private investment and enable all businesses to spearhead economic transformation and create more employment and decent work opportunities. ii) To strengthen public financial governance and fight against corruption and boost domestic revenue mobilisation. In March 2020 in the onset of the pandemic, Government of Ghana requested to halt the SDG Budget Support programme and readdress the funds towards the one-shot disbursement Emergency covid-19 Budget Support. This Budget Support envisaged the commitment of the government to continue with implementation of the indicators defined in the SDG-C. In view of the above, the EU Delegation decided to maintain the contract with the Technical Assistance doing necessary adjustments to cover the new scenario. The global objective of the monitoring and reporting under the SDG-Contract was then eventually to support the Government of Ghana and the EU Delegation in the implementation of the SDG-Contract to promote sustainable investment and employment (Ref GH/FED/041-292), and to support the EU Delegation in the management of subsequent budget support interventions, including specifically the “Emergency EU Budget Support in response to COVID-19 crisis in Ghana” State Building and Resilience Contract (COVID-19 Emergency Response - Ref GH/FED/042-839). The specific objective of this contract was to provide support in four areas: - Strengthening the monitoring and reporting for the disbursement of fixed and variable tranches of the SDG-Contract and the COVID-19 Emergency Response programmes. - Continued monitoring of, and reporting on, progress in the Government’s achievement of the SDG-Contract indicators agreed for 2021 and 2022. - Guidance for and contribution to an effective and efficient policy dialogue between the EU Delegation and the Government of Ghana in the context of the implementation of the SDG-Contract indicators and further agreed areas of support related to implementation oof the “Agenda for Jobs”. - Improvement of communication and visibility around the SDG-Contract and the COVID-19 Emergency Response programmes indicators and related policy dialogue. The specific objectives were achieved through the following tasks under the Monitoring and Reporting aspects: - Assess progress against the general conditions for disbursement of all tranches of the SDG-Contracts and the COVID-19 Emergency Response programmes. - Assess the progress against the targets of the indicators of the variable tranches of the SDG-Contract originally foreseen to be paid in 2019,2020 and 2021. - Prepare a matrix with the indicators of the SDG-Contract’s variable tranche disbursements and calculate of each indicator the related allocation. - Draft periodic assessment reports summarising progress under the indicators of the variable tranches - Organization of Ghana-EU review meetings to assess the completion of general conditions for the disbursement of all tranches as well as the specific conditions for the disbursement of individual variable tranches. - Provide assistance to the Ministry of Finance. - Ensure the constitution of a database classifying all the documentation collected by the consultants during their assignment. - Facilitate joint Ghana-EU policy dialogue meetings. - Transfer of skills to the NAO in all aforementioned activities. In terms of Communication and Visibility, the following activities were realised. - Design and implementation of a communication strategy, tailored to the specificities of a budget-support intervention. - Development of visibility materials. - Organization of workshops on topical issues for Ghana-EU policy dialogue. - Ensure appropriate media coverage for reviews and policy dialogue events
