Renforcement des statistiques éducatives au Niger : correction des incohérences constatée, diagnostic et plan de renforcement du système d’information pour la gestion de l’éducation (SIGE)

The quality of the data produced by the ministries in charge of education, as well as the production of statistical yearbooks and other materials in the shortest time possible, are constant concerns for the monitoring of the EU Budget Support Programme on the one hand, and the related sectoral policies on the other hand. The Education and Training Sector Programme (PSEF 2014-2024) was part of a holistic approach, aiming to ensure coherence among the different segments of Niger''''''''''''''''''''''''''''''''s education system through a global education strategy. The PSEF was structured around three major components, namely access to education and training services, the quality of education and training services, and the management and steering of the education system. The PSEF foresaw several phases in its implementation. However, several inconsistencies were found in the educational statistical data. The National Institute of Statistics (INS), at the request of the Nigerien authorities, carried out new estimates of the data relating to demographic projections by age used by the education sector. A rapid verification exercise of the data available in the Education Management Information System (EMIS) was also carried out and made it possible to identify significant errors in the entry of EMIS data. The overall objective of the mission was to contribute to restore the credibility of statistical production and to improve the strategic and operational management of the education sector in Niger. The specific objectives of the mission were as follows: • Support the Directorate of Statistics of the Ministry of Primary Education, Literacy, National Language Promotion and Civic Education (MEP/A/PLN/EC) and the National Institute of Statistics (INS) for the correction of the data in the statistical yearbook for the year 2016-2017. • Development of a comprehensive and holistic diagnosis of the information system for educational management (SIGE) and an action plan necessary to strengthen it. • Support the National Institute of Statistics (INS) and the Statistics Departments of the six (6) ministries of the education sector in the development of a draft grant to the INS in European format and consistent with the action plan for strengthening the SIGE.
