Quality Assurance (QA) for the Design, Supply and Implementation of an Integrated Human Capital Management (HCM) System for the Government of Uganda
The Government of Uganda (GoU) has over the past two decades pursued strategic reforms in Public Financial Management (PFM) geared towards improving the efficiency, accountability and transparency in the management of public resources.
In 2010, the Ministry of Public Service (MoPS) implemented the Integrated Personnel and Payroll System (IPPS) as part of the Public Service Reform Programme with the aim of putting in place an all-inclusive human resource management system. However, the IPPS system faced a multitude of technological and operational challenges prompting Government to phase out the IPPS platform and replace it with a new Human Capital Management (HCM) System that is fully automated and seamlessly integrates with other Government Systems.
To ensure that the new system meets all the requirements, and all the necessary checks and controls are in place to enable the successful delivery of the Government Human Capital management system, Independent Quality Assurance Consultancy Services are provided for the “Supply, Implementation, Commissioning and Maintenance of an Integrated Government Human Capital management system (GHCM)”. These services include independent verification and validation of the design, customisation, implementation, integration with the key Government systems, change management, training, testing and piloting of the Government Human Capital Management system (GHCM).
