ENPARD IV - Review of Budget Support Tranches 2023 and 2024
The EU-funded European Neighbourhood Programme for Agriculture and Rural Development in Georgia (ENPARD Georgia) aims to support the implementation of the Strategy for Agriculture Development in Georgia and the Strategy for Rural Development of Georgia. EU assistance under ENPARD Georgia is a vehicle to help accelerate the restructuring of the agricultural sector and the inclusive development of the rural economy of Georgia.
In 2020, a financing agreement was signed between the EU and the Government of Georgia for the implementation of the fourth phase of the ENPARD programme. ENPARD IV builds on the commitment by Georgia to advance initiated reforms in the relevant sectors. ENPARD IV has a total EU contribution of EUR 55 million including EUR 31 million in budget support and EUR 24 million in complementary measures.
ENPARD IV is divided into two components:
1) Food safety and sanitary and phytosanitary (SPS) measures (component 1) and
2) Rural development (component 2).
Two disbursements are forecasted for 2023 and 2024 based on achievement of 2022 and 2023 variable tranche indicators. This project is aimed at the review of these two tranches’ indicators.
The overall objective of this assignment is to ensure that ENPARD IV effectively contributes to the development of effective and sustainable agriculture and rural development policies and reforms and improve the delivery of related services to help address basic needs of the rural population. In so doing, ENPARD assists the Government of Georgia in eradicating poverty, promoting sustainable and inclusive growth, and consolidating/improving democratic and economic governance.
The purpose of this contract is to provide an independent and detailed review of the Government''''''''''''''''''''''''''''''''s fulfilment of the conditionalities for disbursement linked to the last two [variable] tranches of the ENPARD IV budget support component.
The mission will assess:
• General Condition No 1- Public Policy
• All performance indicators with targets for variable tranches disbursement (see the annexed ENPARD IV financing agreement’s Technical and Administrative Provisions
The review must also include two sets of recommendations, namely:
1) recommendations for the Government on how to improve their performance, linking their current results to the conditionalities of the next tranche, when relevant;
2) recommendations to the EU Delegation in regards to the level of disbursement deemed appropriate for each conditionality (no disbursement, partial disbursement or full disbursement) and for the overall tranches, in accordance with the above variable tranche calculations tables (see Annex).
