Evaluation of the impact of the CAP on generational renewal, local development and jobs in rural areas
The project is part of an overall framework contract for the evaluation studies of CAP measures contributing to the general objectives of balanced territorial development.
This particular evaluation study intends to assess how different Common Agricultural Policy (CAP) measures and instruments affect the generational renewal in rural areas. In the context of this evaluation, generational renewal is a broad concept that touches upon many aspects and sectors, it is related to the various forms of support for young farmers available under the CAP Pillar I and II, but also to other support measures that make rural areas more attractive for people to work and live.
The consistency with other relevant EU’s and Member States’ policies is one of the major issues of the analysis. The evaluation project has a duration of fourteen (14) months.
The evaluation involves the following 4 methodological steps:
1. Structuring: Elaborate the general approach and prepare the evaluation tools and elaborate the methodological approach for the selection and execution of case studies to be undertaken as well as defining a detailed structure for the final deliverable;
2. Observing: Collect information and report about it;
3. Analysing: Draft replies to the evaluation study questions;
4. Judging: Final deliverable
