Evaluation of the EU’s implementation of the DG ECHO Thematic Policy Document “Gender: Different Needs, Adapted Assistance” of July 2013 (2014-2018)
ADE conducted the thematic evaluation of the implementation of ECHO’s Gender policy worldwide, with case studies in Nigeria and Palestine, as well as a case study on the Rohingya crisis in Bangladesh completed in collaboration with another ongoing evaluation related to ECHO’s interventions in the Rohingya’s crisis.
The evaluation covered all three forms of intervention, namely Gender Mainstreaming (including the Gender-Age Marker (GAM) developed by DG ECHO, its implementation and how it relates to other existing markers), Targeted Actions (in Sexual and Gender-Based Violence (SGBV) and Sexual and Reproductive Health (SRH), including an efficiency analysis) and Capacity Building (including the EU leadership of the Call to Action on Protection from gender-based violence in Emergencies and the Enhanced Response Capacity (ERC) program). It also covered the three specific objectives (mainstreaming, participation and protection) under the main objective of improving the quality of Humanitarian Aid, following DG ECHO’s need-based approach.
The evaluation became a fully-fledged remote exercise following the Covid-19 pandemic. The team adapted to the new situation thanks to highly capable national consultants. In accordance with the highest ethical standards, the evaluation was gender-sensitive, with a good gender balance among the team, at all seniority levels, and attention paid to interviewing beneficiaries of both genders and all ages.
The evaluation was also user-driven, and particular focus was set on learning opportunities for ECHO staff. The methodology was based on the OECD DAC criteria (relevance, effectiveness, efficiency and sustainability) and on EU’s specific criteria (Coherence and EU Added Value), as required in the Better Regulation Guidelines. Following the latter, the evaluation was built as a participatory exercise. Three surveys were launched as part of the evaluation process.
