Lebanon: An Evaluation of WFP’S County Strategic Plan (2016-2018)

The CSPE covered all WFP activities in Lebanon from January 2018 to December 2019, including the follow-up of activities that started since 1 January 2016 under EMOP 200433 (July 2012 - December 2016) and PPRO 200987 (January - December 2017) interventions, and continued in the CSP. From this perspective, the evaluation assessed whether the CSP had built on or had shifted from previous activities, and with what results. The CSPE focused on assessing the four strategic outcomes defined by the CSP to address the current humanitarian crisis: 1. Food-insecure refugees – including school-age children – and crisis-affected host populations have access to life-saving, nutritious and affordable food throughout the year. 2. Vulnerable women and men in targeted refugee and Lebanese communities sustainably improve their skills, capacities and livelihood opportunities by 2020 3. Vulnerable populations in Lebanon are enabled to meet their basic food needs all year long. 4. National institutions and national and international humanitarian actors are supported in their efforts to improve the effectiveness and efficiency of their assistance. Emphasis was placed on assessing plausible cause-and-effect relationships between outcomes, the implementation process, the operating environment and observed changes in outcomes, including any unintended, positive or negative consequences; assessing adherence to humanitarian principles, protection issues, emergency preparedness and response, livelihoods, resilience, social safety nets, school feeding, nutrition and national capacity building. The study also focused on the introduction of unrestricted cash transfer modalities, the role of WFP in the LOUISE platform and its inter-agency commitments and activities such as the LCRP, the data sharing dimension and its impact on WFP operations in Lebanon. The unit of analysis is the CSP understood as the set of strategic results, outputs, activities and inputs that were included in CSP, any subsequent approved budget revisions
