Evaluation of the Infrastructure Development Fund
This external evaluation is additional to the regular annual reports and the project impact evaluations of IDF projects commissioned by the Dutch Ministry of Foreign affairs since 2013 under the new evaluation protocol. It adheres to the classical evaluation objectives of accountability and learning.
The evaluation aimed at analysing the contribution of the Fund to the provision of infrastructure services in developing countries.
It encompasses a wide range of sectors such as infrastructures projects in agribusiness energy, transport, social sector etc. It must assess the outcomes and impact of projects that have been financed by the Fund and also determine the contribution of the Fund to the goals stated in the Netherlands Ministry of Foreign affairs’ subsidy decision. The results of this evaluation would be used for decision-making on the future development of the Fund (post-2018 which is the end of the period covered by the current subsidy decision).
The temporal scope of the evaluation is 2002 – 2016.
In order to achieve its mission , ADE proposed a methodological approach using a theory-based evaluation framework, centred on:
- The design of an evaluation
- The selection of a representative sample of operations for in-depth review
- The analysis of the contribution of the interventions to observed changes
- The guarantee of a robust analysis
A sample of 15 projects have been selected for in-depth studies. Field missions have been conducted in Bangladesh, Mozambique, Nicaragua and Tanzania.
A revolvability model has been built, to provide future projections of the portfolio based on certain key assumptions, so that different scenarios could be analysed.
