Evaluation du Fonds Commun de l’Education au Burundi

Since 2008, France, Belgium and the UK, supported the Burundian government for the implementation of its policy in the education sector, through the establishment of a Common Fund for Education (FCE). The FCE has sought to support the Burundian government to achieve the objectives of the Sectoral Plan for Development of Education and Training (PSDEF), including universal access to compulsory and free primary education, obtainment of a parity between girls and boys in access to primary and secondary education and improvement of pupil learning and quality of education. The evaluation conducted by ADE aimed to assess the contribution of the FCE to the implementation of the Triennial Action Plan (2013-2015) in the framework of the sectoral strategy developed by the Government (PSDEF) for the period 2012-2020, and to assess its contribution to the results achieved in terms of access to quality education. The evaluation also examined the extent to which the choice of the instrument, its procedure and additional measures implemented had allowed to strengthen the capacity of the Ministry of Basic and Secondary Education to formulate, implement, and monitor its sector policy, while ensuring as far as possible the harmonization of the support of the various donors to the sector. In particular, the evaluation strived to: 1. Assess the extent to which the FCE has been an effective mechanism for financing the PSDEF, questioning in particular the financial setup, design and implementing modalities of the FCE in response to the sectoral challenges, the institutional context and to the approaches developed by major donors active in the sector; 2. Assess the extent to which the FCE has had a structuring effect on the management capacity of the sector, particularly in terms of the quality of public finance management and operationalization of the ongoing reforms, or in terms of sectoral dialogue, and institutional and organizational strengthening of the public administration; 3. Evaluate the FCE''''s contribution to the various reforms implemented in the education sector and the results globally achieved in the sector.
