Evaluation of the European Instrument for Democracy and Human Rights (EIDHR)

ADE and PEM have been commissioned by the European Commission to assess the European Instrument for Democracy and Human Rights (EIDHR). The European Instrument for Democracy and Human Rights (EIDHR) is the concrete expression of the EU commitment to support and promote democracy and human rights in third countries. The main purpose of the study is to provide an independent assessment of this European Instrument (EIDHR) which would provide lessons for improving current and future programming and implementation. It should lay the ground for the External Financing Instrument (EFI) final evaluation at the end of the Multiannual Financial Framework (MFF) 2014-2020 period, and for future impact assessments of the next generation of instruments. The evaluation scope covers all eligible countries under the EIDHR regulation, between 2014 and 2017, especially regarding aspects related to the strategic relevance of the ongoing EIDHR and the previous EIDHR programming period (2007 – 2013). According to EIDHR’s objectives, this study focus on civil societies, vulnerable groups, economic and social rights. Challenges of the evaluation :  This study is a new kind of exercise for EU external aid: as being one of a series of EFI evaluations to feed into a common EFI Mid Term Review Report (MTR, it requires to coordinate with other EFI evaluations.  This complex strategic evaluation is one of the first evaluations of EU external aid which apply the Better Regulation provisions.
