A.T. en appui à la mise en œuvre de la coopération Tchad – Union Européenne

The EDF (European Development Fund) is currently implemented in Chad exclusively under projects and indirect management. Since 1993, support to the NAO services is provided to improve the overall project cycle management of projects financed by EDF. An evaluation carried out in June 2014 highlighted the following weaknesses : i. Support to the NAO in Chad is one of the oldest and more expensive; ii. Limited efficiency of EDF management; iii. Need to strengthen the strategic steering and project management by the MPCI iv. Lack of appropriation of the project management by the technical ministries and recommended to : • Capitalise on the existing experience and expertise in the « EDF system» in Chad ; • Start integrating of NAO support services within the MPCI and strengthening the follow-up functions of the later; • Reinforce the appropriation of EDF interventions by TM through training sessions or mechanisms for improved knowledge transfer. The project, to which this contract belongs, aims at "maximizing the contribution of the European Union cooperation to reach the Chadian government objectives towards sustainable development ". More specifically this project targets to "strengthen the capacities of the EDF National Authorizing Officer in Chad in order to fulfill its functions and the EDF appropriation by the Chadian administration". The specific objectives of this contract are the following ones: - Facilitate the implementation of new institutional provisions, i.e. the transition from the current EDF system towards the progressive integration of the ACTION support unit within the MPCI, change management, adoption of modern working and management methods, etc. - Setting-up a monitoring-evaluation system; - Enable the appropriation by the TM of their operational role while strengthening the financial and contractual management of projects ; - Prepare, conduct and evaluate a training programme in order to acquire project management expertise and transversal competencies.
