Evaluation of the Environment Policy of the Austrian Development Co-operation and its implementation by the main ODA Actors between 2007-2014
The study concerns a thematic evaluation of the environment policy of the Austrian development cooperation and its implementation by the main ODA (Official Development Assistance) actors. The environment is being considered as a sector as well as a cross-cutting issue. It includes an assessment of the anchorage and coherence of environmental mainstreaming and environmental issues in Austrian development co-operation during the 2007-2014 period.
The evaluation includes the “Strategic Guideline on Environment & Development in Austrian Development Policy” (2009), its relevance, quality and implementation.
The evaluation comprises (1) an analysis of the organisational and institutional framework for implementation of environmental measures and for coherence and coordination between actors in this area; this namely includes the strategic guideline, the policy dialogue; (2) an assessment of instruments and tools; (3) a statistical analysis.
The evaluation covers:
- Environment related interventions supported by the main ODA actors, environmental mainstreaming and reporting tools used by them;
- The degree of environmental mainstreaming in cooperation;
- The relevance of the Strategic Guideline in this regard;
- The practicability of current instruments and tools for mainstreaming;
- The quality of coordination and cooperation btw ADC coordination offices with ADA headquarters and with other Austrian stakeholders, in order to assure coherence of Austrian interventions
All the priority sectors of the Austrian cooperation are studied according to their importance: 1. Sustainable natural resource management, combating desertification and biodiversity conservation 2. Sustainable chemicals and solid waste management 3. Climate protection 4. Water and sanitation
Two in-depth study missions of the interventions of the Austrian Development Cooperation will be provided in Ethiopia and Georgia. Large stakeholder interviews and focus groups are organized in Austria.
