Evaluation indépendante des stratégies et programmes de la BAD en RDC et au Burundi
ADE is contracted by the AfDB to implement an evaluation of AfDB’s strategic interventions in Burundi and DR Congo. The evaluation aims at defining to what extent the results have been reached in a fragility context. The evaluation serves to inform future AfDB country-strategies in both countries. It also draws recommendations to improve efficiency of the Bank interventions in fragile States.
The evaluation team is strongly experienced in strategic and public policies evaluations, and with an in-depth knowledge of evaluation methodological approach. The team has expertise in the relevant sectors of ADB operations, as well as a geographic expertise in fragile States, and more specifically in Burundi and DR Congo.
This global evaluation ending in 2016 aims at:
1. Providing an independent evaluation, trustworthy and based on the Bank development results’ evidence and, more specifically, how did the AfDB interventions make things different in Africa;
2. Identify the lessons and recommendations aiming to strengthen the Bank decennial strategy (2013-2022) and to maximize global results in terms of development in Africa.
For each country the evaluation includes three main phases:
- Phase 1 - methodological framework and documentary review and analysis
- Phase 2 - field phase allowing to interact with key stakeholders and gather information in situ
- Phase 3 - synthesis establishing the findings, conclusions and recommendations of the study
This global evaluation will be based on the results of different evaluations such as impact and sector evaluations (transport, energy, drinking water & sanitation) as well as the Evaluations of Strategy Programmes of 14 Countries (EPSP) amongst which Burundi and DRC.
Within the perspective of the global synthesis report preparation of the development results global evaluation, the Independent Development Evaluation unit (IDEV) developed two complementary tools for the data collection and analysis which will have to be applied systematically to all EPSP. These are the "Country Template" and the Template for "Project Result Assessment –PRA" which give instructions for the respective collection and analysis of the country strategies and the implemented projects eligible for this exercise.
