Ex-post Evaluation 2007-2013, WP11, European territorial Cooperation
The evaluation of European Territorial Cooperation (WP11) is a part of a set of 15 thematic evaluations contributing to the overall ex post evaluation of the Cohesion Policy programmes for 2007-2013. This ex post evaluation has the objective of examining the extent to which resources were used, and their effectiveness, efficiency and socio-economic impact. Furthermore the ex post evaluation will identify factors contributing to the success or failure of programmes and identify good practice.
Three key objectives are defined for the WP11 of the ex post evaluation 2007-2013:
- Evidence-based evaluation of the results achieved via ETC programmes across Europe. This objective implies to taking account of the different scales of intervention, strands of programmes and thematic priorities; particular focus is required on three priorities (i) research, technological development, innovation, and entrepreneurship, (ii) environmental protection and enhancement and (iii) capacity-building;
- Assessment of the results achieved in the field of knowledge transfer across regions from Interreg IVC programme;
- Analysis and demonstration of the ETC programmes’ contribution to the European Jobs and Growth Agenda.
The scope of the evaluation has an exhaustive coverage of the 53 Cross-border programmes (“Strand A”) as well as the 13 Transnational co-operation programmes (“Strand B”). On the other hand, only the Interregional cooperation programme Interreg IVC under “Strand C” figures in the scope.
