Midterm Review of the Luxembourg Development Third Indicative Cooperation Programme (ICP) 2011-2015 in Lao PDR and in the Socialist Republic of Vietnam

The project conducted the mid-term review of the Indicative Cooperation Programmes 2011-2015 (ICP 3) which the Grand Duchy of Luxembourg has signed with the Lao People’s Democratic Republic (4 March 2011) and the Socialist Republic of Vietnam (2 March 2011). The principal objective of this mid-term review was to appreciate the contribution of Luxembourg to the achievements of the development strategies of these two countries and thus to evaluate the current interventions in relation to these strategies. The evaluation was made at the sector level and not at the project level. The evaluation answered by evaluation criteria (relevance, effectiveness, efficiency, impact and sustainability) to a list of evaluations questions mentioned in the ToR. The evaluation will provide an opinion on the relevance, effectiveness, efficiency, impact and sustainability of the different components of the ICP and reply in detail to a series of questions presented in the ToRs. The Mid-term Review covered the following thematic scope: - the overall objective of poverty reduction, - the sector priorities such as health, rural and local development, education and training - Cross-cutting issues, like gender, environment, good governance, participatory democracy, decentralization and citizenship. - Aid efficiency (Paris Declaration, Accra Agenda for Action, Busan Partnership, Code of Conduct of the EU...)
