Assistance au Renforcement de la Commission Economie, Finance et Plan de l’Assemblée Nationale - Assistance to strengthen the Economics, Finance and Planning Committee of the National Assembly

The Central African Republic is gradually emerging from the political and security crisis unleashed in 2013, which has led to an unprecedented humanitarian crisis and the collapse of the economy. The support of the international community has facilitated the return to democratically elected institutions. Since 2016, and with the support of international donors, reforms in public finance management have been initiated. The European Union finances the Central African Republic''''''''s backup and consolidation support program, which includes a complementary support component through technical assistance to support the necessary reforms for budget management. It is within the framework of this technical assistance that this project is taking place. The general objective of this intervention is to contribute to the reinforcement of the legislative and jurisdictional external controls by giving priority support to the Economics, Finance and Planning Committee of the National Assembly in order to strengthen its capacities in the fields falling within its remit. The two experts implementing the project will design, animate and document training sessions for the targeted audiences defined below and this up to 7 sessions for each of the two years of the contract. The main beneficiaries of the mission are the 20 deputies and executives of the Economics, Finance and Planning Committee of the National Assembly. Without being exhaustive, the list of themes to be dealt with may relate to: the general treatment of projects and / or bills; evaluation and formulation of amendments; the conduct of the dialogue with the executive; specific examination of bills (initial or collective) for finance and settlement; public finance management; the budget cycle and the budget orientation debate; accounting procedures (Budget and Treasury); the audit of public expenditure; debt portfolio analysis and sustainability; etc.
