Support to the Assessment of Macroeconomic Impact of Structural Reforms

The global objective is to support the Government of Montenegro, in particular the Ministry of Finance, in improving financial governance in Montenegro and in preparing strategic documents for the EU accession. The specific objective of this assignment is to support the Ministry of Finance and the relevant line ministries in evaluation, selection, and impact assessment of the structural reform measures proposed in the ERP and other similar strategic documents. The support project will analyse the current situation in the MoF, and based on the findings review and upgrade the macroeconomic model of the MoF, introduce the model to the staff of the MoF and train them how to use it. The model should provide quantitative estimation of the macroeconomic and fiscal impact of the structural reform measures proposed in the ERP. Moreover, the training of staff in the relevant line ministries involved in the ERP preparation should also be provided. This assistance will also support the set-up of evaluation indicators and policy monitoring mechanisms, and will provide recommendations on implementation mechanisms. In this context it will provide capacity development needs assessment as well as recommendation for the implementation of future IPA support in the area of economic competitiveness.
