Final Evaluation of the PFM Reform Sector Policy Support Programme
The evaluation concerns the final evaluation of the “Public Financial Management Reform Sector Policy Support Programme for Mozambique”, which had the overall objective of providing support to strengthen the PFM throughout the Government in order to improve the effectiveness and efficiency in revenue collection, planning and execution of policies and budget, as well as to increase transparency and accountability.
The overall aim of this final evaluation is to provide the decision makers in the Government of Mozambique and the external co-operation services of the European Commission with sufficient information to make an overall independent assessment about the past performance of the programme and to identify lessons learned and propose practical recommendations for a potential support to the PFM area of the 11th EDF.
Using a set of appropriate evaluation questions, the evaluation will analyse and assess the project against the five OECD-DAC evaluation criteria (relevance, effectiveness, efficiency, sustainability and impact) and the EC specific evaluation criteria (EC added value and coherence).
