Feasibility study on the ACP endowment and trust fund
The Cotonou Agreement of the ACP comes to an end in 2020 and the form of a successor Agreement will be negotiated in 2018. While the ACP have strongly relied on the European Union to finance operational, project, programme and contingency costs, they aim to reduce the EU dependency for its long-term financing requirements. Towards this end, the ACP have been examining a range of potential future income streams to ensure financial sustainability, among which the establishment of an Endowment and Trust Fund (ETF). This ETF should ensure the acquirement of the appropriate resources contributing to the financial sustainability of the ACP Group for the attainment of its core business of poverty eradication, job creation and achievement of the SDGs of its Member States.
The objective of this study has been to assess the feasibility and prepare the implementation framework for an ETF, with specific attention to its organisation, structure and operations. The team has developed a specific approach for designing the ETF and its implementation modalities. A SWOT analysis has been conducted as the starting point from which the design of the ETF has been initiated, focusing on the objectives of the Fund, its investment strategy, its governance and its management (with specific attention for accountability and transparency). The specific tools utilised by the study team have been literature review, interviews, visits to selected organisations and consultations with relevant stakeholders.
