Development of a Monitoring Framework for the Uganda NIP – 11th EDF
Since the signature of the 11th EDF National Indicative Programme (NIP), Uganda's National Development Plan (NDP) II (2015/16-2019/20) has been approved with the central theme "Strengthening Uganda’s Competitiveness for Sustainable Wealth Creation, Employment and Inclusive Growth". With regard to the results framework of NDP II, many improvements have taken place since NDP I in terms of limiting the number of indicators and populating the matrix with baseline and target figures.
The global objective of the assignment was to permit a smooth implementation of the programme described in the NIP, giving solid elements for any ratification or adjustment needed for its second phase. Our specific objective was to populate the monitoring matrix established in the NIP by compiling data and information for establishing baseline and target indicators. When describing consistency and frequency of the indicators’ updates, we took into account the expected quality of the Government's monitoring capacity.
