Technical Assistance to the PFM Working Group Chair

The Financial Management and Accountability Programme (FINMAP), funded by the Gov. of Uganda and development partners, is aimed at implementing Uganda's PFM reform strategy, strengthening budgeting, financial management, audit and procurement systems at all levels of government to ensure efficient, effective and accountable use of public resources. The “TA support to the PFM Working Group Chair” supported the implementation of FINMAP and other PFM reforms as a joint endeavour between GoU and Development Partners (DPs), and its synergies with the PFM WG and GoU main stakeholders. The overall objective of the assignment was to strengthen the quality of the PFM Reform Programme in Uganda by providing quality technical advice, monitoring the progress of reforms and facilitating constructive relations and dialogue between the EU and the Ministry of Finance, Planning and Economic Development. The technical assistance team was in charge of contributing to the effective design, delivery and coordination of development partner PFM reforms support to the Government. Three specific objectives have been identified: - To provide support for the technical and administrative tasks related to the PFM Working Group. - To establish and reinforce links and communication between the PFM DP WG and the FINMAP Task Manager and Management Support Unit. - To support the Chair in horizontal tasks related to PFM. The objectives of this TA have been achieved through the various activities, most importantly: - Programming: Assisting the NAO and PFM DP WG Chair in the joint programming of related PFM activities under the 11th EDF, with a particular focus on FINMAP III and sector budget support. - Management: Participating at all PEMCOM/PTC meetings to support the joint co-ordination and implementation by GoU and DPs of the FINMAP III programme and other related PFM activities; Facilitating policy dialogue with relevant stakeholders; Providing regular, at least bi-monthly updates to the NAO and EU Delegation. - Monitoring/Review of GoU PFM policies and actions: Supporting administrative and technical tasks of the PFM DP WG, including analysis, coordination and preparation of relevant meetings; Actively monitoring and following-up the implementation of the FINMAP programme (strategy, work/procurement plans etc.) with GoU; Drafting analysis/reports, speeches and position papers together with other PFM DP WG/LDPG/NPF members.
