Formulation of EU Interventions to Support Economic Governance in Rwanda under 11th EDF
The global objective of this assignment was to provide support to foster improved economic governance in Rwanda in accordance with: (a) the National Economic Development and Poverty Reduction Strategy (EDPRS 2) and Vision 2020; (b) the existing sectoral strategies and working group plans; and (c) relevant EU policies and guidelines.
On the basis of an analysis of the available documentation (including the analytical work carried out during the identification phase) as well as consultations with all relevant stakeholders, our formulation phase focused on the design of future EU’s support to Economic Governance in Rwanda to be funded under the 11th EDF, including a clearly defined framework for EU support to the modernisation of PFM and Statistics.
In undertaking this assignment, we paid particular attention to the needs of the partner country as well as ensuring the maximum level of synergy with ongoing and future EU programmes in Rwanda (particularly budget-support operations), and ongoing/planned development partner activities in Rwanda, in line with the principles of division of labour (DoL) and the donors' joint response strategy to EDPRS 2. We also ensured coherence with relevant Rwandan national policies in addition to EU Development policy (e.g. EU Agenda for Change) and specific guidance on cross-cutting issues such as gender and environment.
The formulation mission's main output were the completion of the "Action Document".
