Technical Support to Three Municipalities in the North West Province
The National Treasury fulfils a pivotal role in the implementation and management of the Public Finance Management Act (PFMA) No 1 of 1999 as well as the Municipal Finance Management Act (MFMA) No 56 of 2003. The essence of both these Acts is to regulate financial management in the public sector at national and provincial levels and municipal level. In spite of this public finance legal framework and reforms, financial management and compliance remains a challenge across the spheres of the South African Government.
The global objective of this assignment was to build and sustain the capacity of Public Finance Management Practitioners in the pilot municipalities and to develop training resources.
The objective was furthermore to review and improve existing practices in problem areas in financial management, as identified by recent management reports of the Auditor General (for example: revenue management, asset management; operational expenditure; capital expenditure) through the development of the institutional and individual capacity of the relevant public finance practitioners through system review and needs assessments, the implementation of sustainable system improvements and the development of transferable training courses. The assignment was mainly executed in the North West Province.
