Evaluation of ECHO’s response to the Syrian Crisis 2012-2014

The evaluation offers an overall assessment on the relevance (including coherence, connectedness and EU added value), effectiveness (including impact), efficiency (including cost-effectiveness) and sustainability of DG ECHO’s response to the Syrian crisis from 2012-2014. It aims to provide accountability for the large portfolio of funds channelled, to offer feedback to country desk officers for immediate use as the crisis continues to develop in 2015 and to improve the performance of ECHO-funded operations in the region, in light of the emerging threats and challenges that donors will face in the coming years. The evaluation scope covers all ECHO-funded operations in response to the Syrian Crisis in Syria, Lebanon, Jordan, Iraq and Turkey over the period 2012-2014. Pursuing a comprehensive analysis and reflecting the diversity of contexts, the evaluation will use a range of data collection tools and information sources, including:  Documentary analysis of strategic documents covering the humanitarian crisis in Syria, including previous evaluations, needs assessments (ACAPS and REACH assessments), country and regional response plans, ECHO humanitarian implementation plans, policy documents, internal communications and project fiche and monitoring reports.  Funding overview of ECHO-funded operations in response to the Syrian Crisis over 2012-2014, covering, inter alia, amounts committed per year, sector, receipt country and implementing partner.  Survey tools covering ECHO staff and implementing partners and personal interviews in Brussels, Turkey, Iraq, Jordan, Lebanon and other ECHO field offices in countries receiving European humanitarian aid.  Field visits to four of the neighbouring countries: Turkey, Iraq, Jordan and Lebanon. The evaluation team will provide an inception, interim and final report with answers to the set of 18 evaluations questions provided in the TOR and thus address the defining the issues to be covered by this evaluation. In addition it will also draw lessons on the different sectors in which support was provided (notably, Shelter/NFIs, Water and Sanitation, Health, Food Assistance) and identify factors that limited the success of projects funded in the region. The findings will be shared with the ECHO steering committee (including HQ and field staff), presented at a dissemination seminar for key evaluation stakeholders and published on the ECHO website for the wider audience.
