Technical Assistance strengthening Support to Good Governance (PAG)

The project « Support to Good Governance » (PAG) is part of the general framework of the state reform process and includes two components (i) Support to the modernization of Public Financial Management and (ii) Improve the operating of institutions in charge of civil state and promotion of decentralization process. It specifically aims at providing support to major financial authorities and oil revenues management units, to the modernization of the civil state, to the Ministry in charge of decentralization and decentralised local authorities. Support to the public finances management through the first component of the PAG intends initially to assist the government to establish a new development strategy for its public finances management. Similarly and given the immediate needs of financial and control administrations, these institutions will be assisted in their modernization efforts based on their short and medium term action plans, while bearing in mind the objective of improving the performance of the related services. The second component of the PAG implements a pilot project focusing on three peripheral centres that will receive community support aimed at improving the functioning of institutions in charge of civil state and promotion of the decentralization process. Along with this pilot project, a specific support to the central civil state services (DAPEC) that will play a key role at the national level of the future modernization of the National Civil Registry on one hand, increasing the population awareness and train the actors of the decentralization process in order to give them a better understanding of the challenges and reforms in decentralization. At the same time, municipalities will be strengthened in their planning and management capacities to facilitate on the other hand a smooth start of the decentralization process. Alongside this support, capacity building support provided to the central administration should enable the Ministry of Territorial Administration and Decentralization to implement the decentralization process in a near future. PAG aims at contributing to: - the enhancement of the respect for democratic principles and good management of public funds; - the development of the institutions responsible for the preparation and management of the state budget ; - the improvement of the functioning of institutions in charge of civil state and the promotion of the decentralization process
