Assistance Technique au programme d’appui à la réforme des finances publiques
The present contract for the recruitment of three international technical assistants (TAs) aims at providing a technical support to the Government, with the following objectives:
*Improving the chain of Planning, Programming and Budgeting System (PPBS) and accounting management and promoting result-based management, broadening the tax base and ensure the collection of public resources in an efficient way, and strengthening the external control of the Public Finance (including citizen control) and accountability.
*Modernising the information system by adapting it to the requirements of the new financial system of the State. IT contributes significantly to the achievement of the reform by providing tools to manage the budget, to mobilize internal and external resources, accounting and payroll management.
*Improving the system of production and dissemination of statistical information for the monitoring and evaluation of development policies of the country.
The three TAs are respectively supporting the Platform for Dialogue and the Committee on Public Finance Reform, the Chamber of Accounts and the National Institute of Statistics (NIS).
More specifically, it means for the three TA are in charge of:
1. Contributing to the implementation of the national reform of public finance; to the coordinated program of institutional support to national reform; and improving the capacity of the administration to implement the National Reform Plan;
2. Strengthen the operationalisation of the Chamber of Accounts in order to assess the judgement of the accounts effectively, producing its annual report and supporting the implementation of the Regional Chambers of Accounts;
3. Improve the statistical monitoring of the implementation of the strategy for growth and employment.
