Evaluation and outlook for the POSEI measures contributing to the diversification of agricultural sectors in the french overseas departments
The purpose of this evaluation is to assess the contribution of the POSEI measures to the development of sustainable agriculture, for better market coverage by local productions and agri-food endogenous development, which constitute a major challenge for the french overseas departments development.
The measures covered by the evaluation are animal premiums (ADMCA, PPR, PAB), breeding structuration, importation of live animals, crop diversification and Specific Procurement Plan (RSA). The evaluation covers the french overseas departments (Guadeloupe, French Guiana, Martinique and Reunion) over 2007-2011 period.
The study should provide all the judgments on the POSEI diversification measures for further thought and discussion considering the possible evolutions of the POSEI strategic framework. The evaluation will result in recommendations to this end.
