Formulation of General Budget Support Programme in Burkina Faso, 2012-2015

Denmark has signed two cooperation agreements with Burkina over the period 2005-2012. He now intends to support the implementation of the Strategy for Accelerated Growth and Sustainable Development (SCADD) through the third Phase of the program of macroeconomic support during the period 2012-2015. The objective of this mission are: 1. To analyze the feasibility of budget support in Burkina Faso on the basis of ten criteria of the "Guidelines for the provision of budget support from DANIDA" and 2. to formulate the phase III program of macroeconomic support (2012-15). The formulation of the program is based on the concept note of the macroeconomic program phase III 2012-2015, which was submitted to the Danida Programme Committee in September 2011. This concept paper states that the program will include two components: • Component 1: general budget support. The objective of this component is to help finance the implementation of the SCADD over the period 2012-2015. Denmark would like to continue with two disbursements each year, the first one would be released on the basis of a satisfactory assessment by the IMF of the macroeconomic situation and a generally positive assessment of the performance matrix. The idea is that the second disbursement is a variable tranche if most of the other donors from the General Framework for Budget Support choose for this option. The objective of this variable tranche is to deepen the dialogue on reform measures important for Denmark and the other donors (e.g. fight against corruption and / or PFM). • Component 2: Support for the drivers of change, innovative studies, results based management. The objective of this component is to support innovative actions in strategic areas in which their achievements contribute greatly to the development of Burkina Faso. These actions or interventions are complementary to GBS. The team of experts will propose to the Embassy two to three focus areas to identify interventions, on the basis of their analysis of the socio-economic environment.
